The Electoral Commission for Sierra Leone (ECSL) and the Ministry of Information and Civic Education (MoICE) have reaffirmed their commitment to strengthening electoral transparency, enhancing public trust, and combating misinformation and disinformation through closer institutional collaboration.
The renewed commitment was made during a courtesy visit by the Chief Electoral Commissioner and Chairman of ECSL, Edmond Sylvester Alpha, to the Minister of Information and Civic Education, Hon. Chernor Bah, at his office in Youyi Building, Freetown, on Wednesday, June 3, 2026.
The high-level engagement brought together officials from both institutions to discuss strategies aimed at improving public communication on electoral matters, expanding civic education initiatives, and increasing citizen engagement in democratic processes.
During the meeting, both parties acknowledged the critical role effective communication plays in promoting public confidence in elections and democratic governance. They emphasized that transparent information sharing and timely public engagement are essential to ensuring citizens remain informed and actively involved in national electoral processes.
One of the major outcomes of the meeting was the agreement to develop a Memorandum of Understanding (MOU) between the two institutions. The proposed agreement is expected to provide a framework for cooperation in public information dissemination, electoral communication, and civic education activities.
Speaking during the engagement, ECSL Chairman Edmond Sylvester Alpha underscored the growing importance of strategic communication in the modern digital age. He noted that while advances in technology have significantly improved access to information, they have also increased the spread of false information, which poses serious challenges to electoral management bodies worldwide.
According to Chairman Alpha, the rapid growth of digital media platforms and social media has transformed the information landscape, creating opportunities for broader public participation while simultaneously increasing the risks associated with misinformation and disinformation.
“The increasing influence of digital media and the rapid spread of information have created both opportunities and challenges for electoral management. While information technologies have enhanced public access to information, they have also increased the risk of misinformation and disinformation,” Chairman Alpha stated.
He further highlighted the need for stronger collaboration between institutions responsible for managing elections and those charged with public information and civic education, stressing that coordinated efforts are necessary to ensure accurate information reaches citizens in a timely manner.
Chairman Alpha emphasized that public trust remains one of the most important pillars of democratic governance and electoral credibility. He noted that transparent communication and proactive public engagement are essential in building confidence in electoral institutions and processes.
Responding to the ECSL Chairman, Minister of Information and Civic Education, Hon. Chernor Bah, welcomed the visitors and expressed appreciation for the Commission’s commitment to openness and collaboration.
The Minister reaffirmed his Ministry’s readiness to support the work of ECSL through public awareness campaigns, civic education programmes, and strategic communication initiatives aimed at promoting democratic participation and informed citizenship.
Hon. Bah stressed that access to credible and accurate information remains fundamental to maintaining public confidence in democratic institutions. He noted that misinformation and disinformation can undermine trust, create confusion, and weaken public participation if left unchecked.
“We want to support your efforts, we want to make sure that you succeed because when you succeed, Sierra Leone succeeds,” Minister Bah stated.
He added that collaboration between government institutions is necessary to strengthen democratic governance and ensure that citizens are equipped with the knowledge needed to make informed decisions.
The discussions also focused on ongoing electoral reforms and public education initiatives designed to improve citizens’ understanding of electoral processes and their rights and responsibilities within the democratic system.
Both institutions explored opportunities to leverage emerging technologies to improve public engagement and voter education. Among the innovations discussed was the use of Artificial Intelligence (AI) and other digital tools to enhance the delivery of civic education messages and expand access to electoral information.
Participants noted that technological advancements present significant opportunities for reaching wider audiences, particularly young people who increasingly rely on digital platforms for information and communication.
The meeting concluded with a shared commitment to deepen cooperation in future public engagement activities aimed at increasing public understanding of electoral processes and promoting active citizen participation.
Officials from both institutions agreed that strengthening public confidence in elections requires continuous collaboration, transparency, and sustained efforts to counter misinformation through credible and accessible information.
Political analysts have described the engagement as a positive step toward enhancing institutional cooperation and strengthening democratic governance in Sierra Leone. They believe that closer collaboration between ECSL and the Ministry of Information and Civic Education will contribute significantly to promoting transparency, improving public awareness, and safeguarding the integrity of electoral processes.
As Sierra Leone continues to pursue democratic consolidation and electoral reforms, stakeholders view such partnerships as critical in fostering informed citizen participation and strengthening public trust in national institutions.
The commitment demonstrated by both ECSL and the Ministry of Information and Civic Education reflects a shared vision of promoting transparency, accountability, and inclusive democratic participation for the benefit of all Sierra Leoneans.
