The ten law graduates co-opted by the Executive Director of the National Sports Authority, Dr. Emmanuel Saffa Abdulai Esq, to assist the Authority in the drafting of legal documents presented a draft legal framework on Sports Development Foundation 2024 to the new Chief on Wednesday, 19th June 2024 at his Signal Hill Road office after two weeks of volunteering.

The team of ten, led by Aglyn T. Kamara, delivered the draft framework using a PowerPoint presentation. They started off by highlighting the methodology used to arrive at the document.

A significant number of the volunteers made presentations with Mohamed Sesay, a member of the team, zooming in key provisions pursuant to section 22(1) of the National Sports Authority Act that provides for the establishment of sport development fund to enhance effective management of sports in the country.

During his turn, Sulaiman Gbla, another member of the team, said the draft framework captured 51 rules and regulations distributed among six orders as outlined below:

Order I- Preliminary order

Order II – Establishment of the Nation Sports Development Trust Fund

3 Order III Governance of the National Sports Development Trust Fund

4 Order IV –Financial Provision

5 Order V –Offences and Penalties

6 Order VI Miscellaneous Provisions

“These chapters capture all the provisions that will enable the effective functioning of the legal instrument,” Gbla added.

Responding, Dr. Abdulai applauded the team for putting together such a document in a span of two weeks. “This is a testament of your dedication and hard work,” he said, pointing out key areas that need bolstering to help the legal instrument stand the test of time.

Amazed by the thrilling outcome, Dr. Abdulai told the volunteers that the document will be presented to sports stakeholders in a consultative meeting where the young graduates will be opportune to work with the stakeholders during that consultative meeting to help craft a document that will stand the test of time.

The meeting ended with an official handing over of a copy of the draft legal framework to the NSA Executive Director and the Deputy Executive Director.
