  1. The Government of Sierra Leone (GoSL) (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (hereinafter called “Grant”) toward the cost of the Resilient Urban Sierra Leone Project (RUSLP). The Borrower intends to apply a portion of the funds to eligible payments under the contract for Construction of Urban Markets in Makeni in the northern and Kenema in the Eastern Regions of Sierra Leone.
  2. The Resilient Urban Sierra Leone Project, Ministry of Finance (MoF), (hereinafter referred to as the “Client”) intends to prequalify contractors for the Construction of Urban Markets in Makeni and Kenema Cities respectively.

 

  1. The works will involve the construction of market stores, market stalls and sheds, internal drainage systems, paving works, internal security lighting, and other ancillary facilities. The works will be packaged into two (2) separate lots.

  1. Interested Applicants are permitted to apply for more than one Lots. The Employer shall evaluate the Applications on Lot-by-Lot basis and only Applicants applying for more than one lots shall be allowed to bid for the two lots at the Request for Bids stage. However, a bidder shall not be awarded more than one lot.  The Request for Bids will be issued to pre-qualified Firms in September 2024.

 

  1. Prequalification will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers “ Procurement Regulations for IPF Borrowers” published July 2016 Revised November 2017, August 2018, November 2020 and September, 2023 and is open to all eligible Applicants as defined in the Procurement Regulations.
  2. Interested eligible Applicants may obtain further information from the Resilient Urban Sierra Leone Project (RUSLP), Ministry of Finance, located on the 29 & 35 Percival Street, Freetown, during the office hours of 0900 to 1700 local time. A complete set of prequalification documents in English can be obtained by interested Applicants on the submission of a written application to the address below.

 

  1. Applications for prequalification should be submitted in clearly marked envelopes and delivered to the address below by 1400 hours Sierra Leone Time on 3rd September, 2024. Late applications may be rejected. Electronic submission of Applications is not permitted.

 

  1. Pre- qualification documents submitted will be publicly opened in the presence of the Applicants’ designated representatives and anyone who chooses to attend at the Ground floor conference room, Project Fiduciary Management Unit, 13 A Howe Street, Freetown on Tuesday 3rd September 2024 at 1400 hours Sierra Leone Time.

 

  1. The Applicant shall seal the original and each copy of the Application in separate envelopes, duly marking the envelopes as “ORIGINAL (1)” and “COPY (3) including soft copy on a hard drive.” The envelopes shall then be enclosed in an outer envelope and sealed.
