On Wednesday, June 5, 2024, the Regional Manager of National Civil Registration Authority- East (NCRA), Mr. Edward Jackson Moisia Macaulay, made a report to the Regional Criminal Investigation Department (RCID), Kenema Police Station stating that thieves broke into the NCRA regional warehouse situated at No. 97 Maxwell-Khobe Street, Kenema and stole an unspecified number of solar panels and other valuable items belonging to the State. While the investigations were in progress, on Monday, July 3, 2024, two pairs of folding solar panels identified as some of the stolen items, were recovered from one Foday Sheriff Sengbeh of Dauda Town Section in Kenema who claimed that the said items were given to him by police constable 15354 Alie Turay alias Shine of Kenema Division.
Based on the information, police constable 15354 Alie Turay was arrested by the complaint Discipline and Internal Investigation Department (CDIID) Kenema and was held in custody for investigation. At the climaxed of the investigation by CDIID, the matter was charged to a disciplinary hearing presided over by ASP James Nicol Josaih, O/C Blama police station on three count charges ranging from improper practice, failing to comply with any standing order of the force to any other act of conduct that is prejudicial to the good order and discipline.
In his sanctions, ASP Josiah opined that the Police Constable did not have direct involvement in breaking incidences of the NCRA Stores, but he was also not
unconnected with the Larceny of the two pairs of folding solar panels in question. The experienced and result oriented ASP stated that PC Turay’s behaviour and actions are prejudicial to good order and discipline by using his position as a Police Officer to obtain solar panels belonging to Sate, ignoring that fact of the implications there after.
Delivery verdicts, and in his capacity of the presiding officer, Mr. Josiah re-recommended subjects to approved by the inspector general of police. In his conclusion, Mr. Josah informed defaulters about the right to appeal his ruling within twenty-one days effective from the day of his pronouncement of his sanction. PC 15354 Turay at the end of the hearing was handed over to the regional “CDIID)” to be charged to criminal court.
