The Sierra Leone Water Company (SALWACO) through the Ministry of Water Resources has received allocation from the Government of Sierra Leone towards the Construction of Kenema Gravity Flow Schemes and other Communities. The Company intends to apply a portion of the funds to eligible payments under the contract for the following activities below;

The Construction of Kenema Gravity Flow Schemes and other Communities will provide water supply facilities for these Towns and Communities. The overall goal of the project is to contribute to Sierra Leone’s Medium Term National Development Plan (MTNDP 2024-2030). Its specific objectives are to: (i) increase sustainable access to safe water and basic sanitation, (ii) provide a guide for an efficient operational and maintenance plan, and (iii) Improve the social economic development of those Towns.
Bidding is open to all suppliers who can demonstrate (among others):
- Experience in the construction/Rehabilitation of similar water supply systems
- Professional and technical qualification
- Equipment availability
- Financial resources and condition
The Sierra Leone Water Company (SALWACO) now invites sealed bids for Maintenance Regime for Water Points Including Boreholes and Hand Dug Wells in The Country.
Interested bidders may obtain further information and inspect the bidding document at the address below between 09.00hrs to 16.00hrs 16th April, 2026 to 15th May, 2026. Bidding documents may be purchased upon payment of a non-refundable fee of Five Thousand Leones (SLL5,000.00). Payment of bidding document must be paid into the consolidated fund account and the deposited slips from the banks below be presented at the SALWACO office for the collection of the bids. Bids must be delivered to the address below on or before 15th May, 2026 at 12:00 Noon. All bids must be accompanied by:
- A valid Business registration certificate
- Bid Security from a reputable Commercial Bank;
- A valid tax clearance certificate or its equivalent for international bidders;
- A valid NASSIT clearance certificate or its equivalent for international bidders;
- Civil Works Registration Certificate (Minimum Financial Class 1) or its equivalent for international bidders
- A signed Integrity Pact; [see attached]
- A signed and stamp bid form
Bids will be publicly opened on 15th May, 2026 at 12:00 Noon, in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below. Late bids will be rejected and returned unopened to bidders.
The attention of bidders is drawn to NPPA PUBLIC NOTICE CIRCULAR NUMBERS 12-2020, 10-2020 AND 08-2018 which will be adhered to during the bid evaluation process.
