RECRUITMENT OF AN INDIVIDUAL CONSULTANT FOR TRAINING ON MICROSOFT VISIO

 Background:

The Sierra Leone Water Company (SALWACO) was created by the Sierra Leone Water Company Act 2001 (revised 2017). The object for which it was created is to provide for a more efficient and effective management of community and rural water supply systems on self-supporting basis in the 14 Provincial Districts (outside of Western Area) and to provide for the facilitation of water related sanitation and delivery, and related matters in Sierra Leone.

The Project Department recognizes the importance of effective visual communication in project planning, documentation, and reporting. Microsoft Visio is a powerful tool for creating diagrams, flowcharts, and visual representations of project-related information. To enhance the skillset of our staff and improve the quality of project deliverables, this Terms of Reference outlines the objectives, scope, and expectations for the Microsoft Visio training.

 

Objectives:

The primary objectives of the Microsoft Visio training for Project Department staff are as follows:

  • To equip staff with the skills necessary to create professional and effective diagrams and visual representations using Microsoft Visio.
  • To enhance project documentation and reporting by utilizing Visio’s features and capabilities.
  • To improve collaboration and communication within the department by standardizing the use of Visio for visualizing project-related information.

 The training aims to improve the visual communication and documentation capabilities of the department, ultimately enhancing the quality of project deliverables and collaborations.

 Scope:

The scope of the Microsoft Visio training program will involve full Advance Level Training which will include, but not be limited to, the following topics:

  • Introduction to Microsoft Visio and its features.
  • Creating various types of diagrams and charts (e.g., flowcharts, organization charts, Gantt charts, network diagrams).
  • Working with shapes, connectors, and stencils.
  • Importing and exporting data from other software applications.
  • Collaborative features, including real-time co-authoring.
  • Customization and templates for project-specific needs.
  • Best practices for creating clear and effective visualizations.

 Training Schedule:

The training program will be conducted over a period of 4 days and may be divided into modules as necessary to facilitate effective learning. (Note: Potential consultants are free to provide alternative training period)

 Number of Trainees: The expected number of trainees is 15.

 Location

The training will take place at SALWACO’s Headquarters, Tower Hill, Freetown.

 Trainer Selection:

A qualified Microsoft Visio trainer with expertise in project management and visual communication tools will be selected to conduct the training. The trainer should have experience in delivering training to professionals in similar roles.

 Training Methodology:

The training will be a combination of lectures, hands-on exercises, and practical assignments. Participants will have access to training materials and resources.

 Evaluation and Assessment:

 Participants’ Evaluation:

At the conclusion of the training, participants will be assessed to measure their understanding and proficiency in using Microsoft Visio. An evaluation method, such as a written test or practical demonstration, will be established to gauge the effectiveness of the training.

 Trainer’s Evaluation:

The trainer will be evaluated by trainees using a template that will be designed by the Human Resources Department.

 Certification:

Participants who successfully complete the training program and meet the required proficiency levels will be awarded a certificate of completion.

 Cost:

Consultants should provide quotation for undertaking the work.

 Facilities, Data, Documents and Services to Be Provided by the Client

 

  1. Training venue and facilities for electronic presentations
  2. All other resources needed for the performance of the duties of the consultant should be incorporated his/her their Financial Proposal.

 SALWACO now invites eligible Individual Consultants to submit proposals for providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Both Technical and Financial Proposals shall be submitted in separate envelopes. Only consultants that score the pass mark for Technical Proposals will have their financial Proposals opened and considered. Consultants who score below the technical score will have their Financial Proposals returned to them unopened.

 A Consultant will be selected in accordance with the Individual Consultant (IC) procedures in the Public Procurement Act (2016) and Regulations (2020).
