FOR A CONSULTANCY FOR THE REVIEW OF THE NATIONAL REVENUE AUTHORITY (NRA) OF SIERRA LEONE’S TERMS AND CONDITIONS OF SERVICE AND HUMAN RESOURCE, DATA AND I.C.T POLICY HANDBOOK AND THE CODE OF CONDUCT HANDBOOK.

The National Revenue Authority has allocated funds for its operations in 2025. Part of these funds is intended to cover eligible payments for a Consultancy for the Review of the National Revenue Authority (NRA) of Sierra Leone’s Terms and Conditions of Service and Human Resource, Data and I.C.T Policy Handbook and the Code of Conduct Handbook. The Authority now invites sealed proposals from qualified consultancy/individual to provide consultancy as stated above.

 

BACKGROUND

 

The National Revenue Authority (NRA) of Sierra Leone is responsible for the collection of revenue on behalf of the Government of Sierra Leone. In fulfilling its mandate, the NRA seeks to ensure that its human resources policies, procedures, terms and conditions of service, and code of conduct are aligned with best practices, national labour laws, and international standards to foster efficiency, fairness, and professional integrity within the institution.

 

To achieve this objective, the NRA is seeking the services of a qualified consultant or consulting firm to conduct a comprehensive review and update of its Terms and Conditions of Service and Human Resource, Data and I.C.T Policy Handbook and the Code of Conduct Handbook.

 

OBJECTIVES OF THE COSULTANCY

 

The primary objectives of this consultancy are to:

 

  • Assess the current Terms and Conditions of Service, Code of Conduct, and HR Policies and Procedures Manual for gaps, inconsistencies, and compliance with relevant laws.
  • Benchmark NRA’s human resources policies and regulations against best practices in tax administration and public sector institutions.
  • Develop revised and updated documents that reflect modern HR management practices, organizational efficiency, and ethical standards.

Ensure that all documents align with the Labour Laws of Sierra Leone, international HR best practices, similar government MDAs and relevant governance frameworks

 

Scope of Work

 

The consultant shall undertake the following tasks:

 

  • Conduct a desk review of existing NRA terms and conditions of service policies, HR guidelines, codes of conduct and other relevant regulatory frameworks.
  • Benchmark NRA’s policies against best practices in local, and where/if necessary, with regional and international revenue authorities.
  • Engage key stakeholders (management, staff representatives, and other relevant bodies) to gather insights and recommendations.
  • Identify gaps and propose improvements in line with efficiency, compliance, and fairness.
  • Update and revise the Terms and Conditions of Service, Code of Conduct, and HR Policies and Procedures Manual to reflect the recommendations.

 

Required Expertise and Qualifications

Interested Insurance Company(s) may obtain further information at The Procurement Unit, 4th Floor, 54 Liverpool Street, Freetown, from 9:00 a.m. to 5:00 p.m., Monday through Friday, inclusive, except on public holidays, throughout the advert period.

Interested firms can submit proposals to the NRA. Sealed Proposals must be marked on the outer envelope “Expression of Interest for the Provision of Medical Insurance Coverage for the NRA Staff Medical Scheme.”, delivered to the above address on or before 10.30 AM on Tuesday, 17th June 2025.

 

 

The consultant/firm should have the following qualifications and experience:

 

  • Advanced degree in Human Resources Management, Law, Business Administration, or Organizational Development.
  • An internationally recognized professional certification and license in human resources practice and/or people management and leadership.
  • At least between 8-10 years of experience in HR policy development, labour laws advisory, and organizational governance.
  • Proven experience in conducting similar assignments for public sector institutions or tax authorities.
  • Strong knowledge of Sierra Leone labour laws and international HR best practices.
  • Excellent analytical, research, and facilitation skills.
  • A technical proposal detailing their approach/methodology.
  • A certified true copy of a valid Business Registration Certificate
  • A certified true copy of a valid NRA tax clearance certificate
  • A certified true copy of a valid NASSIT clearance certificate
  • Technical Proposal outlining approach, methodology, work plan, and relevant experience.
  • CVs of Key Personnel highlighting relevant expertise and past assignments.

Only shortlisted firms/individual consultant will be contacted to submit detailed technical and financial proposals for further evaluation and before final award of the contract.
