The Government of Sierra Leone through the Ministry of Finance (MoF) has received from the African Development Bank toward the cost of the Enhancing Efficiency in Public Debt Management Institutional Support, and intends to apply part of the agreed amount for this grant to payments under the contract for the Recruitment of Individual Consultant to Train Government Officials on Debt Management Performance assessment (DEMPA) and Guide Officials in the Conduct of DEMPA for Sierra Leone.

The overall objective of the EEPDMIS Project is to contribute to macro-economic stability resulting from better resource utilization through debt optimization. Specifically, the Project will promote effective and efficient public debt management operations and practices through improved institutional frameworks, enhanced debt transparency and staff capacity.

DeMPA is a diagnostic tool developed by the World Bank that is used to assess debt management processes and institutions established to support debt management in a country. The tool applies comprehensive sets of indicators against which a country’s debt management performance is evaluated. These include Governance and Strategy Development, Coordination with Macroeconomic Policies, Borrowing and Related Financing Activities, Cash Flow Forecasting and Cash Balance Management, and Debt Recording and Operational Risk Management.

The only DeMPA assessment for Sierra Leone was in 2009. Another round of DeMPA is overdue given the lapse of time and the changes in the debt management environment. The objective is to do a self-assessment DePMA, in preparaton of an external DeMPA exercise by the World Bank. The national DeMPA would allow gaps to be identified and addressed in preparation of a full scale external DeMPA. The national DeMPA assessment would require capacity building for all actors involved in debt management on DeMPA assessment and guide them on the conduct of the exercise for Sierra Leone.

The overall aim is to train a national DEMPA team that would in future lead the conduct of DEMPA in Sierra Leone. The consultant will lead in the conduct DEMPA whilst, building the capacity of officials, particularly new staff in DEMPA methodology during the course of one week.

The anticipated start date for this role is August 15th, 2024. The duration of the assignment is one (1) week.

The Government of Sierra Leone through the Ministry of Finance (MoF) now invites eligible Individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in performing similar assignment, availability of appropriate qualification, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement policy dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Ministry of Finance is under no obligation to shortlist any consultant who expresses interest.
