The Public Sector Reform Unit (PSRU) has commenced a Management and Functional Review (MFR) of the Sierra Leone Housing Corporation (SALHOC) following an inception meeting held on Wednesday, 2nd April 2025. The review aims to assess SALHOC’s operational effectiveness and structural alignment with national development goals.
During the meeting, Mr. Joseph Munda Sandi, the newly appointed General Manager of SALHOC, expressed appreciation for PSRU’s swift response in initiating the review. He outlined the corporation’s mandate, which is to facilitate the provision and management of housing facilities across Sierra Leone to address the country’s housing deficit. However, he noted that since its establishment in 1982, SALHOC has only completed one major housing project, which is the construction of the Seven Battalion estate in Goderich.
Highlighting the corporation’s challenges over the past 30 years, Mr. Sandi emphasized the need for the review to identify both internal and external factors affecting its performance. He believes the MFR will provide valuable insights into the corporation’s management structure and limitations while creating a foundation for building an effective and commercially viable entity that can fulfill its mandate.
Mr. Albert Williams, Chief of Programmes at PSRU, welcomed the SALHOC team and reiterated PSRU’s commitment to supporting Ministries, Departments, and Agencies (MDAs) through structural alignment and technical assistance. He delivered an in-depth presentation on the review process, emphasizing that the MFR seeks to evaluate SALHOC’s efficiency and effectiveness in alignment with the Medium-Term National Development Plan (MTNDP).
Mr. Williams outlined the thematic areas of the review, including organizational structure, human resource management, mandate and functions, sectoral coordination and collaboration, asset and equipment management, communications and ICT, and the supervisory framework of SALHOC and its partner agencies. He also detailed the methodologies to be used, such as desk reviews, structured and semi-structured interviews, focus group discussions, and questionnaire administration.
Assuring SALHOC of a thorough and comprehensive review, Mr. Williams stated that once the report is finalized and approved, an implementation framework will be developed to ensure effective execution of the recommended reforms.
