The National Social Security and Insurance Trust has allocated funds for the provision of Internet and VPN Services with automatic failover for its offices across the country.

NASSIT is operating a series of mission-critical web-based and client-server applications running on both Linux and Microsoft Windows Server Platforms.

NASSIT currently has dedicated wireless and fibre optic VPN Links between the Head Office in Freetown and all other locations nationwide, and operates multiple servers, providing services such as real-time replication, DNS, Active Directory, Email, Files and print servers.

The Trust now invites sealed bids from registered professional ISP service providers with all the requisite experience and qualifications to replace the Multi-Protocol VPN interconnecting all NASSIT offices by providing VPN and Internet Services to the Head Office and all operational branches in the country.

Description of Service Bid Security
Provision of Internet Band Width Services:

1.    Fibre Optic VPN Connectivity-Primary Link (Each site should have a Main Line and a Redundancy Line with automatic failover

2.    Wireless Radio VPN Connectivity-Secondary Link (Each site should have a Main Line and a Redundancy Line with automatic failover

Detailed specifications and descriptions of the Services required are attached to the schedule of requirements.

Alternative or Partial bidding shall not be accepted. Any discount offer would have to be expressly declared before inclusion in the calculation of the bidding price.

 

Bidding will be conducted through a National Competitive Bidding (NCB) procedure in accordance with the Sierra Leone Public Procurement Act 2016 and is open to all eligible service providers who can demonstrate the eligibility requirements as stated in the bid document.

Interested bidders may obtain further information and inspect the bidding document at the Trust between 9 am and 4 pm, from Monday to Friday, except on public holidays.

A complete set of Bid documents can be purchased upon payment of a non-refundable fee of SLE1000.00 (One Thousand Leones Only) by cash into the National Social Security Account No 1433403 at the Rokel Commercial Bank, Siaka Stevens Street, Freetown. The pay-in-slip must be submitted at the Finance Office, on the 2nd Floor and the submission of the receipt issued by the NASSIT Finance Office to the Procurement Office on the 1st floor before a bid document is issued to the bidder.

Interested bidders may download the Standard Bidding Document (SBD) from the Trust’s website www.nassit.org.sl or the NPPA Website, www.nppa.gov.sl,  or collect a hard copy from the Trust and submit their bids along with evidence of payment of the non-refundable fee of SLE1000.00 (One Thousand Leones Only) being the cost of the Bidding Document. The submission deadline is Thursday, 11th July 2024 at 12 noon Local Time.

Bids must be delivered to the address below on or before Thursday, 11th July 2024 at 12 noon Local Time.

All bids must be submitted with the following:

  • Business registration certificate
  • Original Bid Security of Le25,000.00 from a reputable Commercial Bank.
  • A valid Tax clearance certificate
  • A valid NASSIT clearance certificate
  • Valid Registration License for ISP services provider in Sierra Leone
  • A signed Integrity Pact attached to the tender document.

 

Bids will be publicly opened on Thursday, 11th July 2024 at 12 noon Local Time in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below.

Late bids will be rejected and returned unopened to bidders.

The Trust reserves the right to accept or reject any or all the bids without incurring any cost or any obligation to inform the affected bidder(s).

 

No liability will be accepted by the Trust for downloading incomplete documents.
