Job Summary
The role holder is responsible to provide technical support for the preparation and rolling out of the Commission’s strategic plans and budgets for all projects and programmes in the Commission and proactively seek funding for its projects and programmes while at the same time monitoring their progress.

Provide support to senior Management in the formulation and implementation of governance policies and procedures.20%
Resolving issues associated with projects and programmes of the Commission, and initiating appropriate corrective actions10%
Conduct research into the Commission’s activities with a view to removing bottle-necks and enhancing its service delivery10%
Managing the programme’s budgets, monitoring expenditure and costs against delivered and realised benefits as the programme progresses10%
Review and ensure alignment of program priorities, strategies and plans with the Commission’s Strategic Plans and the broader national development strategies10%
Support the Commission in developing and managing relationship with MDAs and development partners.10%
Support the Commission in the development of quality bankable project proposals and collaborate with the relevant agencies and departments for potential funding opportunities.10%
Ensure quality and timely submission of back to office reports, quarterly and annual or required Programme and Project Performance Reports as per desired standards and guidelines5%
Track trends in contemporary development programming and programme management practices, document and provide advice/ recommendations on key developments to the Commission5%
Participate in the review and update of Commission’s policies and procedures and advise the Senior Management of the Commission on the potential implications of the new systems, policies and procedures5%
Perform any other duties as assigned by the Senior Management of the Commission from time to time5%
Occasional Duties
The role holder may be required to:

·        Attend meetings, seminars, workshops, conferences, etc.

·        Perform any other duty assigned

Key Deliverables
Identify possible funding sources and strategic partners for RAIC and develop high-quality funding proposals for programming support
Occasionally serving as lead expert facilitator of workshops and other forms of capacity building activities on key projects and programmes of the Commission
Manage the implementation of programmes activities and participate in the budget development process to ensure there is coherence between work plans and budget.
Write Reports of research’s conducted and other relevant activities undertaken such as quarterly, and annual reports)
Coordinate forums, workshops, seminars and meetings to promote dialogue and capacity building among stakeholders
Timely provision of accurate active, inactive, archival records or copies within set time frames in accordance with legislative requirement
Educational Requirements
A Post Graduate degree in a relevant discipline in the Social Sciences or humanities is desirable (a post graduate degree in either project/programme management or development studies is preferred) from an accredited institution.

Related Job Experience/Qualifications
A minimum of Five (5) years professional experience in project/programme management and research in a reputed organization, preferably in the Public Sector.

Experience in designing, setting up and coordinating, monitoring, and conducting evaluation and impact assessment systems and processes of a project/programme is essential.

Proven experience of working with government agencies, civil society organisations, and research institutes would be an advantage.

Competencies
·         Good knowledge of various Acts that relate to the management and provision of information including the Right to Access Information Act 2013, Copy Right Act 2011 etc.

·         In-depth understanding of Human Rights Based Approach to Development and programming issues and policy work at state, national and international levels

·         Sound and up to date knowledge of development concepts, methodologies and techniques

·         A good understanding of the project cycle management.

·         Excellent understanding of development partnerships, fund-raising, donor strategies, governmental and international relations in the country

·         Strong knowledge of M&E methodology and quality assurance

·         Sound and up to date knowledge of development concepts, methodologies and techniques

·         Excellent time-management, and problem-solving skills;

·         Ability to plan and prioritise when working to meet tight deadlines;

·         Ability to communicate effectively both in writing and orally with all stakeholders including staff and the public;

·         Excellent presentation, communications, and negotiation skills

·         Networking, influencing and interpersonal Skills

·         Proficiency in MS Office packages

Work Environment
The job is mostly an office-based role with minimum exposure to hazards and moderate exposure to physical activities such as prolonged use of computer. There is also a moderate disruption to leisure.
