The Ministry of Health (MoH) is mandated to provide policy and strategic directions for health service delivery in the country. This requires effective planning, implementation, monitoring and promotion of effective health service delivery in the country. The Directorate of Policy, Planning and Information (DPPI) plays a crucial role in executing the MoH’s mandate by working closely with other directorates and programmes within MOH and with other Ministries, Departments, Agencies (MDAs) and partners. MoH in partnership with the Centre for Disease Control and Prevention- United States (CDC-US) has established a Health Fellowship Programme that focuses on critical areas such as health policies, planning, financing, strategies, health informatics, digital health and data analytics. The fellowship programme will ensure that the DPPI is able to carry out its vital role in providing evidence-based information, policy development and regulation, and analytics and policy briefs to identify gaps and areas for improvement.

The Health Fellowship Programme is recruiting the following five (5) first level Fellowship positions: Health Management Information System (HMIS); Health Financing; Information, Communication and Technology (ICT); Health Policy Analyst; and Monitoring and Evaluation (M&E). The specific terms of references are described below.

All positions will be recruited on the general conditions below:

  1. Terms of Reference for Fellow – Health Management Information System (HMIS)

The role of the HMIS Fellow is instrumental in advancing the MoH’s mission to establish a user-friendly Health Information System. This system aims to provide timely, efficient, and dependable information to facilitate evidence-based decision-making. The HMIS Fellow will be responsible for gathering, analyzing health information, working with the HMIS unit, and supporting and learning from HMIS, Digital Health, and ICT teams. S/he will engage in health technical working group meetings, local events/workshops, and technical working groups at the national level. Collaborating with the HMIS Unit Head, the Monitoring and Evaluation Unit Head, and Senior Fellows, the HMIS Fellow will generate high-quality information products to guide health system decisions across Sierra Leone. This role also aligns with the Ministry’s Digital Health Roadmap by focusing on enhancing data literacy and achieving data interoperability between DHIS2 and other digital systems.

KEY RESPONSIBILITIES

Health Data Quality:

  • Contribute to the development of an internal data quality improvement plan for health facilities.
  • Develop training modules for staff on data collection tools.
  • Support quality benchmark monitoring in health facilities.
  • Conduct real-time analysis of health service use and delivery.
  • Provide health intelligence data on diseases and trends.
  • Support data validation and audits.

 

Health Data Reporting:

  • Generate statistical reports.
  • Contribute to quarterly Health Information Bulletins.
  • Support data quality improvement in DHIS2.

 

Data Gathering, Coordination, and Analysis:

  • Develop and deliver training plans for HMIS capacity building.
  • Participate in data analysis and dissemination.
  • Support facility data collection.
  • Assist in monthly, quarterly, bi-annual, and annual report writing.
  • Contribute to the development of digital health applications.

 

Capacity Building:

  • Support the development and implementation of HMIS strategies.
  • Support in delivering HMIS and DHIS2-related training.
  • Engage in capacity-building opportunities.

 

QUALIFICATIONS AND EXPERIENCE

  1. Terms of Reference for Fellow – Health Financing

The Health Financing Fellow will play a pivotal role in assisting the health finance unit (HFU) and MoH in developing and implementing the Sierra Leone Social Health Insurance (SLeSHI) financing system. To excel in this role, the Fellow must have expertise in health economics and a broad understanding of digital health and health insurance systems. The Fellow will act as a Health Financing Analyst/Economist, supporting the MoH’s health insurance initiative, SLeSHI, and providing high-quality health economic analysis and reports concerning SLeSHI and other health financing initiatives and projects.

 

KEY RESPONSIBILITIES

SLeSHI Implementation and Expansion:

  • Support the planning and execution of strategies to implement SLeSHI across Sierra Leone.
  • Collaborate closely with stakeholders to ensure the successful rollout of the health insurance scheme.
  • Monitor the progress of SLeSHI implementation, evaluate its effectiveness, and make necessary adjustments to enhance coverage and accessibility.

 

Economic Analysis for SLeSHI:

  • Conduct comprehensive economic analyses to assess the financial feasibility and sustainability of SLeSHI.
  • Identify potential sources of funding and revenue streams to support the scheme.
  • Collaborate with financial experts to develop financial models projecting the long-term impact of SLeSHI on healthcare financing and affordability.

 

Policy Advocacy and Development:

  • Advocate for the development and refinement of health financing policies in Sierra Leone to support SLeSHI’s objectives.
  • Contribute to the development of advocacy tools and health financing policy briefs to facilitate engagements with policymakers.
  • Contribute to the drafting of regulations and guidelines governing the operations of SLeSHI and other health financing mechanisms.

 

Data Collection and Reporting:

  • Contribute to data collection efforts related to health financing and SLeSHI, ensuring accurate and timely capture of key metrics.
  • Analyze data to measure financial models, tools, and the performance of the SLeSHI scheme and identify areas for improvement.
  • Prepare and present regular reports on the impact of financing mechanisms and SLeSHI, including financial, coverage, and access indicators, to inform decision-making within the Ministry of Health.

 

Stakeholder Engagement:

  • Foster collaboration with key stakeholders, including government agencies, healthcare providers, insurance agencies, and civil society organizations, to build support for SLeSHI.
  • Contribute to workshops, seminars, and stakeholder consultations to gather input and feedback on SLeSHI implementation and address concerns.

 

Resource Mobilization:

  • Identify potential funding sources and donors interested in supporting the expansion and sustainability of SLeSHI.
  • Prepare grant proposals and funding applications to secure financial backing.
  • Collaborate with international partners to explore opportunities for technical and financial assistance in strengthening SLeSHI.

 

Capacity Building:

  • Co-create and deliver training programs for Ministry of Health staff and healthcare providers on health financing and the intricacies of SLeSHI.
  • Contribute to strengthening the capacity of local institutions to administer and manage health insurance programs effectively.

 

Monitoring Health Finance Innovations:

  • Monitor developments in healthcare financing and resource allocation within Sierra Leone and sub-Saharan Africa.
  • Use health economics knowledge and economic evaluations to inform and improve health financing strategies, including SLeSHI and other health financing projects.
  • Engage with internal and external resources and subject matter experts to introduce innovative health financing concepts and approaches.

 

Research and Evaluation Support:

  • Provide assistance to colleagues in health financing research and evaluation, applying relevant methodologies to address programmatic issues.
  • Contribute to the conduct of economic analyses and impact assessments to inform health financing strategies and interventions.

 

Support to Senior Staff:

  • Assist senior members of the Health Financing Unit with reporting, budgeting, and forecasting activities.
  • Contribute to the development of financial plans and strategies aligned with health financing objectives.

  1. Terms of Reference for Fellow – Information, Communication and Technology (ICT)

The role of the ICT Fellow is significant and proactive, involving supporting Senior Managers to lead the ICT activities outlined in the Digital Health Roadmap. The ICT Fellow will work with the ICT Unit Manager and the Senior Fellow to concentrate on two critical workstreams: (i) creating and executing a real-time, comprehensive enterprise architecture for managing human and estate resource planning, and (ii) overseeing the electronic health record platform. Furthermore, the ICT Fellow will provide daily project management support on Standards and Interoperability, Infrastructure, and Compliance. As an aspiring ICT Engineer and/or Computer Scientist, the ICT Fellow will optimize the ICT infrastructure and vision of the Ministry across regional health facilities, ensuring alignment with the Digital Health Roadmaps. The ICT Fellow will play a crucial role in supporting the ICT Unit Manager and Senior Fellow to implement the Enterprise Architecture and Resource Planning ICT component of the Digital Health Roadmap. Added to this, the ICT Fellow will support the Senior Fellow and ICT Manager to provide effective coordination for ICT infrastructure teams (from MoH and Ministry of Communication Innovation and Technology) to transform healthcare services, facilities, and the health workforce.

KEY RESPONSIBILITIES

 

Enterprise Architecture Development:

  • Co-design and implement a scalable enterprise architecture in alignment with the Digital Health Roadmap.
  • Collaborate with relevant stakeholders to ensure the architecture supports the overall digital health strategy.

 

ERP ICT Architecture Projects:

  • Support the ICT Unit Manager and Senior Fellow in leading Enterprise Resource Planning (ERP) ICT architecture projects within the Ministry of Health.
  • Ensure that ERP systems are designed and implemented to optimize healthcare management processes.

 

Integrated Technology Framework:

  • Assist the ICT Unit Manager and Senior Fellow in establishing an integrated technology framework to streamline health Enterprise Resource Planning Management (ERPM) data and processes.
  • Ensure the seamless flow of information across ERPM systems to enhance decision-making and efficiency.

 

ICT Skills Development:

  • Identify ERPM ICT requirements within the Ministry of Health and develop an ICT upskilling program to enhance the technical capabilities of staff.
  • Promote the use of data science tools and ICT systems among Ministry personnel.

 

Innovative ICT Solutions:

  • Drive the development of innovative ERPM ICT solutions that improve the performance of digital health systems.

Interoperability and Data Exchange:

  • Foster collaboration with other stakeholders, including healthcare facilities and external partners, to ensure interoperability between ICT systems.
  • Facilitate smooth data exchange to support coordinated patient care and reporting.
  • Co-develop and implement ICT standards, protocols, and best practices to ensure consistency and efficiency in electronic records management systems and related technologies.
  • Support Senior Fellow/ ICT Unit Manager to achieve seamless interoperability between different ICT systems and applications to streamline data exchange and improve human resource and estate processes.

 

Data Security and Compliance:

  • Support the ICT Unit Manager and Senior Fellow in implementing data security and compliance measures.
  • Establish and enforce internal ICT standards and protocols to safeguard sensitive healthcare information.

 

Supporting Senior Staff:

  • Collaborate closely with senior staff within the ICT Unit to provide technical expertise and guidance on ERPM ICT projects.
  • Assist in the preparation of reports, budgeting, and forecasting related to ICT initiatives.
  • Work with health managers to develop relevant point-of-care solutions, particularly for disease prevention, NCDs, HIV/AIDS, Malaria, RH/FP, Child Health, EPI, etc.

 

QUALIFICATIONS AND EXPERIENCE

  1. Terms of Reference for Fellow – Policy Analyst

The Health Policy Analyst Fellow will be a critical member of the Health Policy and Planning Unit within the DPPI at the MoH. The Health Policy Analyst Fellow’s primary responsibility will be to conduct thorough research, engage with stakeholders, and provide evidence-based recommendations to shape the MoH’s health policies, strategies, and planning, including the HMIS Policy, digital health Roadmap, and healthcare Financing agendas, etc. The Health Policy Analyst Fellow will be involved in research and health projects alignments with health policies; and work with technical working groups to aid translate health policies from research, implementation work into policy recommendations for policy change. The Health Policy Analyst Fellow will play a crucial role in shaping the MoH’s approach to health policies, strategies, and legislations development, ensuring alignment with national and international standards, and fostering the integration of health policies, strategies, data, health information management systems, and digital technologies to enhance comprehensive life stages approach to patient-centered healthcare service delivery and population health outcomes.

 

KEY RESPONSIBILITIES

 

Policy Analysis and Development:

  • Support senior managers in conducting comprehensive research and analysis of healthcare policies, regulations, and emerging trends to inform policy development.
  • Assist in formulating evidence-based health policies and strategies that align with the MoH organizational goals and national health priorities.
  • Contribute to assessing the impact of existing policies and provide recommendations for continuous improvement and innovation.

 

Stakeholder Engagement and Collaboration:

  • Collaborate with internal and external stakeholders, including government agencies, health experts, and industry partners, to gather insights and input for health policies development.

  1. Terms of Reference for Senior Fellow – Monitoring & Evaluation

The M&E Fellow will assume a pivotal role in supporting the implementation of various health policies and strategies, including the Digital Health Roadmap, healthcare financing strategy, and health data initiatives within the Ministry of Health (MoH). The Digital Health Roadmap is geared towards expediting the integration of health data and its interaction with digital health solutions, encompassing electronic M&E tools like the electronic Integrated Supportive Supervision Visits (eISSV) within the national health system.

Given the numerous digital innovations currently undergoing pilot programs in Sierra Leone, the M&E Fellow will collaborate with the Digital Health Senior Fellow, the Digital Health Overseas Development Institute Fellow, ICT Unit Manager, M&E Unit Manager, and HMIS Unit Manager. Together, they will work on developing an evaluation framework to assess the maturity of digital health solutions operating within the healthcare ecosystem.

The core responsibilities of the M&E Fellow will involve the creation and implementation of robust M&E frameworks, M&E Plans, and systems, and processes. These will be designed to effectively monitor progress, evaluate impact, and facilitate continuous learning and accountability for health interventions. Furthermore, the M&E Fellow will closely engage with key stakeholders to establish comprehensive monitoring, evaluation, accountability, and learning mechanisms. The goal is to build and maintain a credible digital health database that supports evidence-based decision-making and enhances the effectiveness of healthcare interventions.

 

KEY RESPONSIBILITIES

 

Monitoring, Evaluation, Accountability, and Learning (MEAL) Framework Development:

  • Support the M&E Specialist and Unit Managers and Senior Fellow with leading the development and implementation of a robust MEAL framework, incorporating relevant indicators and data collection tools tailored to digital health interventions.
  • Co-design with the M&E Specialist and Unit Manager and Senior Fellow monitoring and evaluation plans to comprehensively track progress, measure outcomes, and assess the impact of digital health initiatives.
  • Work effectively with the M&E Specialist and Unit Managers to facilitate stakeholder engagement and feedback mechanisms to ensure inclusive inputs and collaboration in the M&E framework and drive the one plan, one budget, and one report concept and practice.
  • Provide technical support to other DPPI units, directorates, MDAs to mainstream monitoring and evaluation in all aspects of policy and strategy development, planning, implementation; co-design M&E activities, including developing M&E plans; identifying appropriate performance indicators; developing logical frameworks and theories of change.
  • Working with the M&E Unit Manager and Senior Fellow to establish mechanisms to ensure accountability, transparency, and participation of beneficiaries and stakeholders in joint projects design, implementation, monitoring, and evaluation.

 

Database Management and Data Use:

  • Utilize the digital health database DHIS2 (PresTrack app; e-Wall dashboard app, etc) to support data collection, storage, and analysis for various digital health initiatives.
  • Monitor data security, data integrity, and compliance with data protection regulations and the Ministry of Health organizational policies.
  • Support the M&E Specialist and Unit Managers to provide oversight and technical assistance to district M&E teams on data management, data analysis, data security, and data quality assurance.

 

Data Collection and Analysis:

  • Support the M&E teams and District Health Management Teams in creating relevant data visualizations (using Tableau, PowerBI, R Shiny) and interactive dashboards for programmatic M&E tracking.
  • Utilize advanced quantitative and qualitative data analysis techniques to assess the effectiveness and impact of digital health interventions.
  • Interpret and synthesize data findings, presenting results in a clear and actionable manner to inform strategic decision-making.
  • Leverage technology and digital tools for data collection, analysis, and reporting.
  • Support health research and national health surveys.

 

Learning and Knowledge Management:

  • Support the M&E Specialist and Unit Managers to organize and facilitate learning reviews (quarterly, half-yearly, and annual) and knowledge-sharing sessions to disseminate findings, best practices, and lessons learned from varying health interventions, including digital health interventions.
  • Assist the M&E Specialist and Unit Managers and Senior Fellow in developing and providing training and technical assistance to Ministry of Health staff and partners to build their MEAL capacity.
  • Support the M&E Specialist and Unit Managers to integrate learning outcomes and recommendations into project planning and decision-making processes.

 

Data Quality Assurance:

  • Support the M&E Specialist and Unit Manager, HMIS Unit, ICT Unit, and Senior Fellow to establish rigorous data quality assurance procedures to ensure the reliability and validity of data collected for MEAL and database purposes.
  • Support the M&E and HMIS Teams, Research and Publication Specialist to conduct routine data and national surveys quality assessments and implement corrective actions to maintain data integrity.

 

Collaborative Partnerships:

  • Support the M&E Specialist and the Senior Fellows, DPPI, other MoH programs, directorates, MDAs, and technology experts to work collaboratively and strengthen data-driven decision-making and maximize the impact of digital health interventions.
  • May represent the M&E Specialist and Senior Fellows of the Ministry of Health in external meetings and forums related to health MEAL and database management.

 

QUALIFICATIONS AND EXPERIENCE:

  • Some or moderate work experience in developing and implementing MEAL frameworks and managing databases for health programs or projects.

  • Familiarity with digital health technologies, health information systems, and data protection regulations is advantageous.
