The Ministry of Health (MoH) has received funds from the International Development
Association (IDA) (the “Bank”) toward the cost of Sierra Leone Quality Essential Health Services and Systems Support Project. The Ministry of Health (MoH) intends to apply a portion of the proceeds of the fund to eligible payments under the contract for the engagement of contractor to Rehabilitate/Upgrade Three Community Health Centers in Bonthe District. The Integrated
Health Projects Administration Unit (IHPAU) of the Ministry of Health (MoH) now invites sealed bids from civil works contractors with at least five years of experience in the construction of similar value and volume of works to:
- Rehabilitation and Upgrade of Community Health Centers and Hospitals.
- Supply, Install, Test and Commissioning of 20KVA renewable solar energy, inverter and accessories and incinerator in the three locations.
- Training on operations and basic maintenance of incinerator
- Provision of 12 months after sales maintenance services of solar panel and incinerator.
Bidding will be conducted through Open National Competitive Market Approach (National
Competitive Procurement) using the Request for Bids (RFB) as specified in the World Bank’s “Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services (dated July 2016 and revised in November 2017, August 2018, November 2020, September 2023 and February 2025), and is open to all eligible Bidders as defined in the Procurement Regulations.
Interested bidders may obtain further information and inspect the bidding document at the address below between 10:00hr- 16:00hrs. Bidding documents may be purchased upon payment of a non-refundable fee of SLE 2,000 (Two Thousand Leones) or equivalent in any freely convertible currency per lot.

Bids must be delivered to the address below on or before 20th April 2025 at 1300 hrs.
All bids must be accompanied by:
A valid Business Registration certificate
Bid Security of Le 200,000 (Two hundred thousand Leones) or its equivalent in freely convertible currency in the form of bank guarantee or certified cheque per Lot.
A Valid Tax Clearance Certificate (with business registered TIN number).
Valid Ministry of Works Housing and Infrastructure Works Contractor’s Financial Class Certificate (Minimum Class 1)
A Valid NASSIT Clearance Certificate
All International registered firms shall not be required to submit the below required documents.
International firms must submit any applicable document in their country of registration. A Valid Tax Clearance Certificate
Valid Ministry of Works Housing and Infrastructure Works Contractor’s Financial Class Certificate
A Valid NASSIT Clearance Certificate.

Falaba: 25th March – 26th March 2026 at the Falaba Community Health Centre, at 10AM prompt before proceeding to the other sites.
Tonkolili: 27th March – 28th March 2026 at the Bendugu Community Health Centre, at 10AM prompt before proceeding to the other sites.
Bonthe: 29st March – 30th March 2026 at the Tihun Town Community Health Centre, at 10AM prompt before proceeding to the other sites.
Bids will be publicly opened on 20th April 2025 at 1305hrs, in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below. Late bids will be rejected and returned unopened to bidders.
