Bhumi Khusi, a retail and wholesale business located at 9 Sani Abacha Street, has come under serious scrutiny for allegedly undermining the Government of President Julius Maada Bio’s revenue generation initiatives through tax evasion and labor law violations.

Investigations reveal that Bhumi Khusi has been deliberately refusing to issue Electronic Cash Register (ECR) receipts to customers. Officials from the National Revenue Authority (NRA) reported that staff at the outlet employed delaying tactics and pretended to be busy to avoid issuing receipts, thereby undermining the government’s revenue collection efforts. These actions are in direct violation of Section 25 (1–3) of the Finance Act 2018, which mandates the use of ECR machines by business proprietors to support central government revenue mobilization.

The business is also accused of violating Section 34 of the Goods and Services Tax (GST) Act 2009 (amended 2020), which requires all registered GST businesses to maintain ECRs for proper invoicing and transaction records.

Beyond tax violations, Bhumi Khusi allegedly failed to remit contributions to the National Social Security and Insurance Trust (NASSIT) for its employees and reportedly subjected workers to harsh manual labor. Reports further indicate underpayment and noncompliance with Sierra Leone’s labor laws, raising serious concerns about employee welfare at the enterprise.

In response to these findings, calls are growing for urgent action by relevant authorities. Civil society organizations, the NRA, the Sierra Leone Police, and the Sixth Parliament, under the leadership of Honourable Speaker Solomon Sengepoh Thomas and the House Committee on Trade, have been urged to launch a thorough investigation to hold Bhumi Khusi management accountable.

Stakeholders emphasize that compliance with tax regulations and labor laws is essential not only for effective government revenue generation but also for ensuring fair labor practices and promoting trust in the business sector.
