Assignment Title: Consultancy Service for Portfolio review to review, analyze the PIP and simplify the Project Compendium for central Government and Local Councils

The Government of Sierra Leone has received financing from the World Bank toward the cost of the Accountable Governance for Basic Service Delivery Project (AGBSDP) and intends to apply part of the proceeds for hiring the services of a qualified Sierra Leonean to undertake the said consulting services.
Objective of Activity
The main objective of the assignment is to review, analyse and simplify the Project Compendium for central government and local councils to inform policy makers on future development projects interventions across sectors, regions, districts, Chiefdoms and Wards in Sierra Leone on an equitable basis, which could be easily shared and understood in a digital platform.
Scope of Assignment and Services
The Consultant(s) shall undertake the following services:
- Hold consultations with PIMD/MoPED, selected MDAs especially health and education and LCs to do a desk review of the information on PIPs for MDAs and LCs
- Provide analyses of the PIP for MDAs and LCs by sector, region, district, Chiefdom and Ward, etc to enhance equity in future intervention of development projects nationwide
- Present the analyses in visual and graphical forms for easily perusal of policy makers for timely intervention to make inform policies on the even spread of development projects
- Prepare and print a simplified report of the PIP for MDAs and LCs for circulation by PIMD/MoPED
Outputs/Deliverables
The Consultant key deliverables will include:
- Consultative and review report on the PIPs for MDAs and LCs
- Simplified final report of the PIPs for MDAs and LCs
- A graphical analysis and highlights of governments investment projects by for MDAs and LCs by sector, region, district, Chiefdom and Ward.
- Softcopies available and published on the MOPED website and widely publicized nationwide.
Duration of the Assignment-The assignment is expected to last 1 month
The Project now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The minimum qualifications required of the Consultant for this assignment are:
- At least a postgraduate degree in Economics, Development Planning, Population Studies, Statistics, and related degrees from a recognized university
- Have at least 10 years of relevant experience in data analyses, planning and budgeting
- Proficiency in computer applications relating to planning and project management, MS Word, Excel, with proven communication skills
- Fluency in English
This REoI will lead to the preparation of Short list of Consultants
The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Consultant will be selected in accordance with Individual Consultant Selection (IC) method set out in the Consultant Guidelines.
