The Sierra Leone Water Company (SALWACO) has concluded a one-day stakeholders’ validation workshop for its Draft 5-Year Strategic Development Plan (2026–2030) at the Saphyre Court Hall, Kingharman Road, Freetown.

The workshop brought together key stakeholders, including members of the SALWACO Board of Directors, management and staff, representatives from Ministries, Departments and Agencies (MDAs), development partners,  security personnel, as well as international and local organizations.

Welcoming participants, the Deputy Managing Director of SALWACO, Dr. Albert Harrison Harvey, described the validation exercise as a significant step toward transforming the institution into a functional and financially viable entity, in line with the vision of the Managing Director.

Also speaking, the Chairman of the Board of Directors, Mr. Joseph Joe Ndanema, emphasized the importance of stakeholder contributions in strengthening the Strategic Development Plan. He noted that SALWACO remains one of the two key institutions responsible for water service delivery in Sierra Leone and highlighted the Government’s strong commitment—under the leadership of President Dr. Julius Maada Bio—to improving access to safe water, as outlined in the national development agenda.

In her opening statement, the Managing Director of SALWACO, Ing. Tiideni Hawa Jabbi, said the workshop was convened to validate a critical document that will guide the institution’s operations over the next five years. She explained that the Strategic Development Plan is designed to strategically position SALWACO to effectively contribute to the Government of Sierra Leone’s national development priorities and the attainment of Sustainable Development Goal 6 (SDG 6), which focuses on ensuring access to water and sanitation for all by 2030.

Ing. Jabbi further noted that the draft SDP aligns with the Government’s Medium-Term National Development Plan (2024–2030), the Ministry of Water Resources and Sanitation’s Strategic Direction (2026–2035), and global development frameworks. She stressed that stakeholder engagement is essential in refining the document, underscoring that SALWACO cannot finalize such a strategic plan without inclusive input from key actors in the water and natural resources sector.

She disclosed that the draft SDP focuses on five key priority areas: water and sanitation development initiatives; sustainable service delivery; commercialization and financial viability; protection and management of SALWACO facilities; and capacity development and knowledge management.
According to her, these pillars are critical to transforming SALWACO into a resilient and efficient institution capable of delivering on its mandate.

The Managing Director also highlighted that the validation process includes reviewing key components such as the SWOT analysis, logical framework, and overall goals and outcomes that will guide SALWACO’s operations over the next five years.

The session was facilitated by Senior Water and Environmental Sanitation Engineer, Ing. Sahr Augustine Sinah, who guided participants through the technical aspects of the document.

Delivering the vote of thanks, Planning Manager Chrisla Alberta Koroma expressed appreciation to all stakeholders for their active participation and valuable contributions toward strengthening the SDP.

The workshop concluded with a group photograph, marking a successful engagement in shaping the future direction of SALWACO.
