QCell Mobile Company on Monday 15 December 2025 has initiated high-level discussions with the leadership of the Sierra Leone Police (SLP) on the possibility of introducing a specialised communication platform tailored to the needs of the force.
The engagement brought together a QCell delegation and the Inspector General of Police (IGP), Mr William Fayia Sellu, to assess the viability of extending the company’s Closed User Group (CUG) service to police personnel nationwide.
During the meeting, QCell Sales Officer, Madam Mama Conteh, explained that the visit was prompted by guidance from the company’s Chairman, Mr Mohamed Jah. She said the objective was to explore how QCell’s CUG model successfully implemented among security institutions in The Gambia could be adapted to support policing operations in Sierra Leone.
Madam Conteh highlighted that the CUG system is structured to strengthen internal communication among officers, noting that reliable and efficient communication is a cornerstone of effective law enforcement and public safety.
Adding to the presentation, Head of Corporate Sales, Madam Mariama Jalloh, revealed that QCell is prepared to provide incentives should the partnership materialise. These include two months of free on-network calls for CUG subscribers and one month of complimentary data. She further noted that QCell’s post-paid services could be especially suitable for senior officers.
Responding to the proposal, IGP Sellu expressed appreciation for QCell’s interest in supporting the police force. He, however, pointed out that a potential limitation is that not all police personnel currently use QCell SIM cards, he also noted that the SLP already maintains a CUG arrangement with another mobile network operator.
The IGP suggested that any new collaboration could initially target senior officers before being gradually extended across the ranks. He subsequently appointed the Head of Police Media, Assistant Commissioner of Police (ACP) Brima Kamara Esq., as the liaison officer to engage with QCell and coordinate awareness efforts among police personnel regarding the proposed initiative.
