The ongoing rebranding of Human Resource Management in Sierra Leone’s Public Service has once again received international recognition as the Director-General of the Human Resource Management Office (HRMO) Ansu S. Tucker was honored with a prestigious award for outstanding HR performance in the Sierra Leone Civil Service on 6th November, 2025. The award was presented at the closing session of the Africa Public Sector Human Resource Managers’ Network (APS-HRMNET) Conference, held in Freetown at the Bintumani Conference Centre from the 4- 6 November 2025.

This recognition celebrates not only the exceptional leadership of Ansu Tucker but also the transformational journey of the HRMO in repositioning the Civil Service for efficiency, professionalism, and service delivery. The award underscores Sierra Leone’s growing reputation as a reform-driven nation committed to modernizing public administration and aligning human resource management with continental best practices.

In recent years, the HRMO, under the stewardship of its Ansu S. Tucker, has championed several strategic reforms ranging from the digitalization of HR records and payroll verification, to the strengthening of performance management frameworks, and capacity-building programs for civil servants across Ministries, Departments, and Agencies (MDAs). These initiatives are geared towards restoring meritocracy, enhancing accountability, and motivating public servants to perform at their best.

Speaking after receiving the award, the Director-General expressed deep gratitude to APS-HRMNET for the recognition and dedicated the honor to the entire HR family within the Civil Service. He thanked the President, His Excellency Julius Maada Bio for giving him the opportunity to serve in that capacity.

“This award is not about one individual. it is about a collective effort. It reflects how far we have come in redefining public service values and ensuring that human capital becomes the true engine of national development,” he noted.

The conference, which brought together HR leaders and policymakers from across Africa and beyond, provided a platform to discuss emerging trends in public sector HR, share success stories, and strengthen inter-country collaboration. Sierra Leone’s active participation and the DG’s recognition serve as proof that the country’s HR reforms are not only yielding results locally but also inspiring regional peers.

Participants commended the HRMO’s commitment to innovation, transparency, and inclusivity in public sector management. Many noted that Sierra Leone’s case demonstrates how visionary leadership and strategic partnerships can transform the image of the Civil Service from a mere administrative structure into a dynamic force for national progress.

As the curtains fell on the APS-HRMNET Conference, there was a shared sense of pride and optimism among Sierra Leonean delegates. Mr. Tucker’s award symbolizes a renewed spirit of excellence and reinforces the ongoing agenda of rebranding the Human Resource function in the Public Service an agenda that seeks to make every public officer a true ambassador of integrity, productivity, and service to the people.

Indeed, this milestone marks another step in Sierra Leone’s journey towards a modern, efficient, and citizen-focused public service where Human Resource is not just about managing people but empowering potential.

It finally ended with determination by all HR practitioners to implement the 10th Annual Conference resolutions in a bid to achieve Agenda 2063.
